Cannot copy file to server

I have been getting quite a few reports of an error which states something to the extent of "Cannot copy file to server" when trying to upload an image.
I have been trying to reproduce this but thus far have been unsuccessful. Therefore I need some feedback from anyone who has had the problem.
A few questions (please only respond if you have experienced the error):
1. Has trying again been successful?
2. What image type were you uploading (jpeg, bmp, gif, etc)?
3. What operating system were you using?
4. What area were you submitting to (screenshots, pictures, fan art)?
5. What source was the image from (game? which one? | camera? which one? | etc.)?
We need as much information as possible to track this down, so your assistance here is greatly appreciated.

1) No, retrying was not successful.
2) .jpg was what I was uploading
3) Windows Vista Home Premium
4) Just pictures of random stuff. Fan art, w/e.
5) The internet? I dunno, it was random fan art mostly, some camera shots, but still all the same format .jpg.
I first thought it was a naming issue because I was uploading with names that could be duplicates on the server, so I reverted to random numbers. I don't know if that's an issue, but I chose to avoid it entirely.
What I then realized when uploading was that there is an issue with size. Not that an image is too large, but rather too small. If any image I attempted to post was Under 800x600, I would get the error. So by enlarging the picture or adding a blank border to increase the size to 800x600 pixels, the issue was fixed. Maybe there is a restriction put in place here, or just tell everyone to increase the size of their images.

I was using a smaller image than what the original shot was taken in, but even after using an original sized one to just crop, it threw up. :u

Once a while back I tried .png images....
The original was 8610x6250 pixels.
I tried it from that, and from a smaller 4305x3125, and then again at 1024x768.
Basically, it's a vector-ish image I made over the top of a photo of a car I took in the fall. :>
But! I also tried a small photo of one of my cats from a webcam that was just 352x288, and it still didn't work. This was a .jpg image.
So! Like I said, I broke something. :x
