I have always found the attention to detail in DoD:S maps to be refreshing. Unlike even CS:S, you feel like you are there, because of the small things which you never even really notice but they impact the atmosphere.
CS maps tend to focus so much on where you can snipe from, or what walls can be penetrated by an awp, that the atmosphere suffers. It just seems that on a whole, CS:S player care less about the detail that goes into the cosmetics of the maps than a mod like DoD.
Overall possibly but not entirely.
You do have a good point though.
Those maps also tend to skimp on extras for a simple reason. Casey's config. Most CS:s players actually turn off the extras in favor for frames per second. That split second extra gained does mean the difference between life and death.

A good custom map has all those things. They may be far and few in between but they do exist for CS:s.
